Qualifications required:- The incumbent requires a mastery of research, analysis, synopsis, and evaluation of information pertaining to a wide variety Departmental strategic planning topics and issues of special interest to OLA's senior leaders.
- This knowledge is applied in reviewing proposed legislative changes that impact the strategic initiatives of the office; the way programs are carried out; or in evaluating the content of new or modified legislation for projected impact upon OLA initiatives, programs and resources of the office.
- Possesses a comprehensive knowledge of the administrative laws, policies, regulations, and precedents applicable to OLA programs and the OLA component program areas.
- This includes in-depth knowledge of headquarters and component agency strategic program events and milestones, and methods of evaluating the worth of strategic initiatives accomplishments. Knowledge is required of relationships with other program offices within the employing agency or in other agencies.
- Expert knowledge of agency structure, mission, goals and objectives, as well as organizational
relationships. Knowledge of management processes to prepare long-range and short-range planning guidance in accordance with broad agency strategic planning policies and objectives. - Comprehensive knowledge of broad administrative procedures, practices, policies and methodology in order to effectively direct, control, cultivate, moderate and fulfill the administrative operations of the office.
- Highly developed interpersonal skills necessary for executive-level interactions and leadership at upper-managerial levels, with the ability to quickly establish rapport and confidence with individuals ranging from executives to technicians. Strong liaison skills to effectively interact with senior officials with OLA and in other executive agencies, the Congress, the White House and the public.
- Ability to communicate orally and in writing.
