THIS IS A TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a Program Manager (Deputy USP&FO), Position Description Number D1919P01 and is part of the United States Property and Fiscal Office at the District of Columbia Army National Guard.

This is NOT a REMOTE position; the incumbent will report to the following Duty Station:

Requirements:

To qualify, you must have a general experience, education, or training in managing or directing one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional, or technical work experience and/or training which has provided knowledge of management principles, practices, methods, and techniques. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE : Must have at least 36 months of specialized experience with analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions. Have knowledge of the organization and its mission and how to utilize the organizational staff procedures that include Project Management associated with Military Programs which involve management of a project's scope, schedule, and budget; providing technical leadership guidance to team members for various projects; resolving project issues that are either political or technical in nature. This definition of specialized experience is typical of work performed at the next lower grade level position in the federal service (GS-13).

Must have supervisory experience managing the function of the work to be performed that includes leading, directing and assigning work of personnel.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If qualifying based on education, your transcripts will be required as part of your application.

ADDITIONAL QUALIFICATION REQUIREMENTS :
  • The position is covered by the Domestic Violence Misdemeanor Amendment (30 September 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by TAG.
  • This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, subtitle F-financial management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.
