One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-) within the federal service, which demonstrates the ability to perform the duties of the position, is required.For GS-07 consideration one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as assisting in the application of Human Resources (HR) laws, regulations, principles, systems, policies, methods, and practices to analyze routine facts; research customer inquiries or problems and support the operation of an HR functional area.
For GS-09 consideration one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as researching, interpreting and adapting Human Resource regulations, policies and laws to provide substantive recommendations and advice to customers related to at least one functional area of Human Resources (e.g. recruitment and placement, benefits, employee or labor relations, classification, learning and development, HR information systems); resolving customer complaints and problems; and providing information to internal and external customers related to HR processes, procedures and systems.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. For GS-07, applicant must have served 52 weeks as a GS-05 or higher grade in Federal Service. For GS-09, applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service.
