In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. The position requires a comprehensive and expert knowledge of policies, concepts, and procedures affecting logistics, inventory management and procurement functions. The incumbent must possess a thorough knowledge of DoD, Air Force and command organizational structures and functions. Mastery of advanced analytical techniques
is necessary in the determination, programming, and defense of long-range requirements. A broad expert knowledge of the relationship of procurement, distribution, budgeting, funding, programming, maintenance, storage, disposal, and other logistical operations is required.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of DOD and Air Force regulations, principles, and practices pertaining to logistics support functions.
2. Knowledge of a wide variety of logistics support activities including, but not limited to, determination of fund requirements; supply support systems; and, the integration of supply, transportation, maintenance, and other logistics support activities.
3. Knowledge of program planning, funding, and logistics management information systems.
4. Skill in analyzing, evaluating, and interpreting logistics readiness factors, and formulating procedural solutions to problems.
5. Ability to integrate the separate functions in planning or implementing a logistics management program.
6. Skill in effective written and oral communication.
