You will serve as a ADMINISTRATIVE SUPPORT SPECIALIST in the Military Sealift Command (MSC), Total Force Management (N1), Business Management (N13B) of MILITARY SEALIFT COMMAND.Requirements:
GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:Experience in applying in-depth knowledge of analytical and evaluative methods and techniques to assess the effectiveness and efficiency of the N1 financial management operation, identifying discrepancies, and making recommendations to resolve substantive issues and problems.
Experience in utilizing knowledge of management and business practices, including workflow, work processes, automation, and organizational structure, to serve as the Government Commercial Purchase Card (GCPC) holder and Contracting Officer Representative (COR).
Experience in applying broad knowledge of administrative and government procurement rules, procedures, and technical methods concerning administration and procurement to provide effective contract support.
Experience in leveraging knowledge of contracting guidelines, principles, concepts, and policies to provide technical direction to contractors as the COR.
Experience in utilizing knowledge of financial and internal database management systems to analyze, extract, and manipulate data, providing leadership with valuable findings and recommendations for improvement.
Experience in applying knowledge and skills in budget execution to assist in the administration of the N1 budget, tracking, analyzing, and interpreting complex data to ensure the achievement of TFM program goals.
Experience in using government financial computer systems related to procurement, invoice payment, receipting processes, processing of funding documents and commitments, and executing the N1 budget.
Experience in applying broad knowledge of purchasing regulations, methods, procedures, and business practices to make purchases involving specialized and/or commercial requirements with complicating factors such as hard-to-locate sources, unstable pricing or product characteristics, numerous critical characteristics, or urgently needed items.
Experience in leveraging broad knowledge of market sources for a wide range of items or services, understanding typical vendor modes of operation, and ways of doing business.
Experience in applying knowledge of regulations governing mandatory sources, federal supply schedules, and noncompetitive and competitive open market purchases to ensure regulatory compliance throughout the purchase process.
