MAJOR DUTIES CONT.
May attend conferences and meetings. Prepares supporting documentation for presentations and proposals. May prepare correspondence, briefs, action documents, routing sheets, point papers and slide presentations for use by management officials. Reviews, researches, and benchmarks emerging trends and analyzes the functional impacts on systems. Reports on performance of programs to higher authority. Provides consultation services to commands that include making appropriate recommendations for services.
Represents the Marine Corps, as required, at different forums concerning Behavioral Health. Maintains contacts with officials in appropriate Marine Corps commands, as well as other Services, DoD, and Congressional staffs, to monitor current policies, determine Marine Corps compliance with current programs, and to identify trends which affect Marine Corps programs. Collects data from diverse sources and uses them to produce meaningful management analysis. Develops correspondence, point papers, briefs, and other items for HQMC Flag Officers.
Performs other related duties as assigned.
Tier I providers must perform all clinical duties under the clinical supervision of a tier III clinical supervisor and maintain a plan of supervision. Provides thorough screening and assessment, non-medical counseling, and consultation services to clients who present for care. Interviews individuals and family members to explore and analyze factors influencing personality development and family structure in relation to the development of symptomatic behavior patterns and complicated interpersonal problems. Determines facts and conditions surrounding the difficulties in coping with various life situations and draws conclusions as to the underlying causes/contributing factors of the problems and the associated consequences to individual clients and their families. As appropriate, obtains additional social and personal information from significant others in the client's lives to ascertain the full scope and impact of the problems presented. Analyzes and evaluates the information obtained and makes use of other social and medical consultation resources as required. Devises workable individual service plans (e.g., individual counseling, family counseling, referral for higher level of care, etc.) and provides direct non-medical services using a wide variety of techniques for the resolution of personal, social, or environmental difficulties related to substance misuse. Makes referrals to other social or medical resources, as appropriate. Uses skills in individual, marital, family, and group counseling to assist clients in understanding, accepting, and alleviating their problems. Tier I clinical counselors may co-facilitate clinical groups with a facilitator who is a privileged counselor. Provides continuing supportive services to clients and families. All recommendations, referrals, case notes, etc. are reviewed and co-signed by the supervisor. The tier I clinical counselor may not provide independent care, be the only clinical provider in a given program or at a satellite location or be left as the solo provider during routine work hours.
QUALIFICATIONS
Master's Degree in one of the behavioral sciences and willing to work toward obtaining a state license practice as a Clinical Social Worker, Marriage and Family Therapist, Professional Counselor, or Clinical Psychologist. Must be able to meet Credentialing and Privileging standards in MCO P1700.24B and SECNAV Instruction 1754.7A.
Ability to provide Behavioral Health related counseling services as well as care management services to active duty and retired military members, the Reserve components of the military services, their families, and DOD civilians as space permits. Skill to provide comprehensive counseling services for: anxiety, depression, stress, violence, and coping areas amenable to brief solution-focused therapy. Knowledge of and skill to apply human social services principles and practices, family and group dynamics, human behavior and chemical dependency dynamics in providing counseling services. Knowledge of family structure, dynamics, needs and problems, interpersonal, economic, social, cultural, environmental, and psychological factors in relation to changing social patterns. Diagnostic skills in areas of psychological pathology and psychosocial dynamics. Skill in program development, teaching and counseling. Knowledge of legal information pertaining to family relationships and laws protecting children and elders, as well as professional ethics of marriage, group, family and child counseling. For those counselors who will be working with children, a Childcare National Agency Check and Inquiries (CNACI) background check must be completed.
