Description:

The incumbent reports to the Deputy Executive Officer and serves as human resources adviser to the judges of the D.C. Courts of Appeals and D.C. Superior Court, Executive Officer, Clerks of the Courts, Division Heads and other operating officials. The Director of Human Resources exercises a wide latitude of independent judgment and initiative in developing, executing, and directing the operations of a comprehensive human capital management program and systems.

Requirements:

Minimum Qualifications

A bachelor's degree from an accredited university or college in human resources management, business or public administration, court management, or a related field; ten (10) years of progressive experience in the management and/or administration of human resource programs such as Benefits Administration, Employee Relations, Talent Acquisition, or HR Information Systems, with at least three (3) years of experience as a senior level manager sufficient to demonstrate the ability to lead, direct, and manage a comprehensive human resource program.

An advanced degree and certification through the Society of Human Resource Management or the Human Resources Certification Institute are preferred.

To qualify you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level leadership and management capability and directly related to the skills and abilities outlined under Court Executive Service Core Qualifications (CESCQ) listed below and the duties associated with this position. Typically, experience of this nature will have been gained at or above the GS/JS-15 grade level in the federal/DC Court service or its equivalent in the public/private sector. Candidates experience must have been at a high level of difficulty to show clearly that the candidate possesses the professional and executive, as well as program knowledge, skills, and abilities outlined under the five CESCQ. Failure to meet the basic qualifications and address the CESCQ factors automatically disqualifies an applicant.
