SUPV CONTRACT SPECIALIST

Description:

To Serves as Supervisor and Contracting Officer with signatory authority to enter into contracts on behalf of the United States of America for acquisition of significant systems, hardware, software, services, or programs characterized by: (1) large funding levels and a commitment period extending over a long period of time, and the magnitude and terms of the contract substantially impact on the economic well-being of the company or subsidiary of a corporation.

Requirements:

In order to qualify, you must meet the basic requirements defined in 10 United States Code (USC).This standard implements requirements contained in Title 10, United States Code, Sections 1723 through 1733, as amended by Section 861(b) of the National Defense Authorization Act for Fiscal Year 2020 (Public Law 116-92) and implemented on a policy exception basis by Under Secretary of Defense for Acquisition and Sustainment memorandum, Exception to 24 Semester Hours Requirement for Contracting Positions, effective and dated August 2, 2020.

BASIC REQUIREMENT:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: You must submit copies of your transcripts.

NOTE: The following three exemption to the basic education requirements above apply to DoD civilian employees or Service members who:

1. Served as a contracting officer with authority to award or administer in excess of the Simplified Acquisition Threshold (SAT) on or before 30 September 2000.

OR
2. Served on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty.

OR
3. Are an enlisted member of the Contingency Contracting Force (CCF). This exemption only applies to CCF members in their current or future CCF positions. The Bachelor's degree exemption does not apply to current CCF members seeking New Hire employment within DoD as a 1102.

AND
Basic Requirements for Critical Acquisition Positions: The Secretary of Defense shall designate the acquisition positions in the Department of Defense that are critical acquisition positions, applicants must:
1) Be eligible for GS-14, or equivalent; and
2) Completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving. Note: You must submit copies of your college transcripts.
3) Possess four years of acquisition experience. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower grade level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

In addition to meeting the basic requirements above, to qualify for this position, you must also meet the specialized experience requirements listed below.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade NH-III or GS-13 , or equivalent in other pay systems. Examples of specialized experience includes knowledge of a full range of Federal, Department of Defense, and Army contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to pre-award and post-award actions for a variety of complex, multi-million dollar, centrally management programs, services, construction and commodities; Expert knowledge of the methods and techniques of fact-finding/market research and the business environment (e.g. economic trends, awareness of commercial/industry business practices, standards) applicable to program and technical requirements in order to recognize potential programmatic/contractual impacts, aid Program. Managers in developing procurement/contracting elements of program planning documents, monitor/control contractor performance, and to provide direction and leadership as the senior contracting officer with authority to require corrective actions, negotiate modifications, and terminate contracts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of a full range of Federal, Department of Defense, and Army contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to pre-award and post-award actions for a variety of complex, multi-million dollar, centrally management programs, services, construction and commodities.

2. Expert knowledge of the methods and techniques of fact-finding/market research and the business environment (e.g. economic trends, awareness of commercial/industry business practices, standards) applicable to program and technical requirements in order to recognize potential programmatic/contractual impacts, aid Program. Managers in developing procurement/contracting elements of program planning documents, monitor/control contractor performance, and to provide direction and leadership as the senior contracting officer with authority to require corrective actions, negotiate modifications, and terminate contracts.

3. Analytical skill sufficient to evaluate contractor proposals, acquisition regulations, and other relevant material as a basis for developing and implementing negotiation positions and executing appropriate determinations and findings.

4. Expert skill in oral/written communications and negotiation techniques in order to develop pre-negotiation strategies and approaches, serve as the lead negotiator in complex acquisition negotiations, prepare other senior program civilian and military for their part in the process, perform post award negotiations involving contract changes or modifications, and present sensitive recommendations to higher authorities, to obtain compliance with policies from subordinate activities, and to represent the department or agency on task forces, and skill in written communications sufficient to develop and publish regulations and materials.

5. Ability to recognize and analyze problems, conduct research, summarize results, make appropriate recommendations, and prepare compliant contract documentation.

6. Ability to set priorities, establish goals, and assess progress toward their achievement for completion of multiple assignments based on the needs of the organization and their customers.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
