About the Position: This position is located at Fort Novosel, Alabama, home of the United States Army Aviation Center of Excellence. Serves as a Program Analyst for the Aviation Center of Excellence (AVCOE) G1 which includes Fort Novosel, AL, Fort Eustis, VA and Fort Huachuca, AZ. Primary emphasis is with the effectiveness and efficiency of civilian programs and operations.Requirements:

This is a TERM NTE 3 YEARS position. Position may be filled as a TERM Appointment NTE 3 YEARS. TERM appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, TERM appointments may be extended beyond eight (8) years.
Current permanent Federal employees (to include permanent Army employees) applying for a TERM appointment will be appointed/converted into a TERM appointment with no statuary return rights back to a permanent position.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: To qualify based on your experience, your resume must describe one year of specialized experience which includes: (1) A nalyzing mission and organizational functions to resolve complicated problems for long term goals; (2) Evaluating organizational needs by conducting statistical studies of resource requirements; and (3) Providing guidance, conducting assessments, identifying TDA deficiencies, proposing changes and implementing corrective action. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
