Requirements:
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes working with JTS, Joint doctrine, Joint plans, strategy, policy, and practice to apply concepts on a day-to-day basis in a high stress environment with intense domestic and international event situations and make critical characterization judgments to formulate recommendations that may have strategic impact/consequences. Skill in applying analytical and evaluative methods and techniques to complex issues concerning the efficiency and effectiveness of the Joint Training Program. Working with U.S. government treaties, agreements, multi-lateral and bi-lateral international agreements, security assistance plans, security requirements and arrangements, current military law, and other pertinent laws, doctrine, policies, and procedures to plan, organize, and manage studies or projects and to negotiate effectively with management to accept and implement recommendations where proposals may involve substantial resources and require extensive changes in established concepts and procedures.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Skill in the management of detailed planning and execution of multiple exercises. Skill in applying JTS and JELC concepts to meet exercise and training objectives and reporting responsibilities. Skill in managing several projects simultaneously.
- Knowledge of: military law and doctrine; Joint policies and procedures; DoD, Services, Joint, national intelligence, federal, state, and other pertinent interagency and international organizational structures, missions, objectives, operating programs, key positions, and administrative policies and procedures.
- Knowledge of military strategic, operational, and tactical concepts, principles, and processes across all domains (e.g., air, land, maritime), warfighting functions, and Homeland Defense (HD), Civil Support (CS), and Theater Security Cooperation (TSC) missions. Knowledge of relationships of the various CCMD missions and organizations and the respective agents for those commands involved in overall planning and executing military operations and evaluations.
- Ability to plan, organize, and manage studies or projects and to negotiate effectively with management to accept and implement recommendations where proposals may involve substantial resources and require extensive changes in established concepts and procedures. Ability to react in a high stress environment with intense domestic event situations and make critical characterization judgments, formulate recommendations that may have strategic impact/consequences.
- Skill in communicating, both orally and in writing, to provide seasoned consulting to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships.
- Knowledge of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory personnel/manpower/services programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of programs and the resolution of problems. Knowledge and skill in applying concepts of the Joint Training System, Joint doctrine, Joint plans, strategy, policy, and practice in day activities.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ADDITIONAL CONDITIONS OF EMPLOYMENT:
- This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmental Information clearance as a condition of employment. on, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
- This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
- May be required to perform Battle Roster functions during Exercise and Real-World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
- YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
