THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.This National Guard position is for a CONTRACT SPECIALIST (TITLE 32), Position Description Number D2622000 and is part of the NC USPFO, National Guard ( USPFO-Purchasing & Contracting / MD 162E-210 ).
**Primary purpose of this position is to perform developmental assignments GS-11/12.**
Requirements:
MILITARY RANK : Enlisted (E7 to E9) Warrant Officer (WO1 to CW5) or Officer (2LT to CPT)MINIMUM REQUIREMENT: A Bachelor's Degree from an accredited educational institution (must have 24 Semester Hours in any combination of the following studies: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management).
GENERAL EXPERIENCE: Must have competent experiences that are commensurate/equivalent to the contracting program business with demonstrated understandings of the complex principles and concepts. Must have experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management. Experience must include competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management.
SPECIALIZED EXPERIENCE : (Must meet positive education requirement . ) Must have one year of contracting experience at the GS-09 level performing work in the following areas as applicable to the position being filled: (1) Pre-award of contracts related to development of a solicitation. Acquisition planning, requesting offers, and developing offers by evaluation of solicitation and finalizing offers, (2) Award of contracts that includes forming a contract, and (3) Post-Award actions to administer the contract. Competencies at the practitioner category emphasize functional specialization in contracting. Specialized experience may have been gained while providing business advice to customers and performing all pre-award/post-award functions, using a wide range of contracting methods and types to procure complex and/or diversified commodities, services and/or construction. Individuals at this category are expected to have and apply journeyman level acquisition-related skills.
Applicant must have Level Two Certification awarded , and must have at least 12 months of broadening contracting experiences and competencies that provided full working knowledge and skill in contracting principles and procedures to include the following tasks: Procurement in Pre-Award and Award Contracts, Simplified Acquisition Procedures, Small Business Socio-Economic, Delivery Order / Task Order, Contract Administration, Purchase Card program.
