This position is located in Fraud Detection and National Security Directorate, HQFDNS, Fraud Division.As an Management and Program Analyst , you will use evaluative and analytic tools and techniques to assess the effectiveness of fraud programs and efficiency of management, prepare and provide reports and recommendations for management, and advise on processes for data management and integrity.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 03/24/2025.Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 03/24/2025.
GS-13 : You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
- Applying and adapting analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations;
- Solving mission critical needs through data analytics and tool development;
- Resolving complex policy questions and providing a basis for major decisions that affect activities and operations.
- Directing the development of evaluation plans, procedures, and methodologies; and
- Developing, implementing, and monitoring sophisticated management information systems that support long and short-term planning, policies, and program goals.
- Serving as an analyst and/or advisor to program officials with responsibility for evaluating a mission-critical program or agency wide functional program and its operations;
- Applying and adapting a wide range of qualitative or quantitative methods for the design and conduct of comprehensive management and program studies where the boundaries of the studies are extremely broad and difficult to determine in advance;
- Overseeing the development of evaluation plans, procedures, and methodologies;
- Transforming complex data management findings and/or recommendations into written reports and/or briefings for presentations to senior leadership and other key stakeholders;
- Advising management and recommending solutions to critical problems.
