This position is located within the Veterans Health Administration (VHA), VA Mid-Atlantic Health Care Network (VISN 6), Central Virginia VA Health Care System (CVHCS), Richmond, Virginia. This position functions under the Chief of Corporate Compliance who reports to the Executive Director. The incumbent serves as an Investigator covering all areas within CVHCS. The incumbent reports directly to the Corporate Compliance Chief, who reports to the Executive Director, CVHCS.

Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience Requirements at the GS-9 level: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health System Specialist (Corporate Compliance General Investigator)? Qualifying specialized experience is defined as managing, coordinating, and overseeing many administrative and program activities (i.e., coordinating and conducting meetings, conferences, trainings, drafting various documents/reports, issues briefs, Executive Summaries, etc.). Completing program tasks with little to no oversight and acts independently in most areas all the time. Serves as a liaison for Executive Leadership regarding the implementation and communication of investigation(s) and/or fact finding(s) issued relating to ethical business practices and associated regulatory obligations at the Health Care System level to each of the identifying bodies noted above under the guidance of the Chief of Corporate Compliance.

To qualify based on education for this grade level you must have successfully completed a M aster's or equivalent graduate degree or, 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Successful completion of graduate level education (beyond a master's degree) and specialized experience as described above to meet total experience requirements. Qualifying specialized experience is defined as gathering information, identifying, and analyzing issues, and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations in a program or program support setting. The purpose of the work is to plan and carry out projects to improve the efficiency and productivity of organizations and employees in administrative support activities. This work will be performed with more supervision and guidance over other team members.

Physical Requirements: The work is sedentary, although some slight physical effort may be required.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note : A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
