Description:
The Supervisory Procurement Analyst position is in the Administrative Office of the U.S. Courts (AO), Department of Administrative Services, Acquisition Management Office (AMO), Acquisition Policy and Training Division. The AMO executes, oversees, and manages the Judiciary's procurement program, provides acquisition policy guidance and support, and conducts procurement activities on behalf of the AO and federal Judiciary organizations nationwide.Requirements:
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below:
- Leading the development and implementation of procurement policies and strategies that have had government-wide impact or impact across a federal organization with national reach in information technology (IT) acquisitions.
- Partnering with senior leaders in procurement and information technology (IT) to modernize procurement policies, streamline acquisition processes, enhance vendor relationship management, and improve the collection, analysis, and use of data to promote transparency and optimize decision making.
- Developing or delivering IT acquisition training and presentations to the federal acquisition workforce using best-in-class contracts, agile methods, and or other innovative procurement methods (e.g., TechFAR, Digital Services Playbook, PIL, etc.).
- Providing policy advice on the procurement of complex or major IT systems and services, cloud services, other digital services, and artificial intelligence.
- Creating, leading, or participating in governance bodies to improve the efficiency and outcomes of federal procurements.
Certification: Applicants holding one of the following certifications are highly desirable. Applicants not certified may still apply and be selected but must obtain a certification within 24 months of appointment.
- Federal Acquisition Certification in Contracting FAC-C (Professional)
- Federal Acquisition Certification in Contracting-Digital Services/Digital IT Acquisition Program (DITAP)
- Department of Defense Acquisition Workforce Improvement Act (DAWIA) Professional Certificate
- Federal Acquisition Certification for Program and Project Managers (FAC-P/PM)
- Project Management Professional (PMP) Certificate
