The position is that of Chief, Health Administration Service (HAS).The incumbent overseas all activities of the Health Administration Service that is comprised of Medical Support Assistants who support all inpatient and outpatient clinical operations of the HAS. Incumbent works with clinical service chiefs and nursing leadership to provide the Healthcare System with direction and guidance as it relates to patient scheduling, access to care, insurance captures, and eligibility entitlements.

Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
- Missions, organizations, programs, and requirements of health care delivery systems;
- Regulations and standards of various regulatory and credentialing groups; and
- Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Specialized Experience :specialized experience may include but is not limited to; knowledgeable in principles and practices related to daily functions, and operations in a clinical setting. Ability to manage and oversea various programs of a health care facility such as employee and patient scheduling, customer service, time-cards, patient care, purchase requests, organization charts updates, and clinic management. Must have the skills to communicate and work closely with key stakeholders both internal and external from across the healthcare system.

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 1 full year of graduate education. This may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used for positions at grades GS-9 and GS-11.
GS-11 grade level: In order to qualify at the GS-11 level, you must have one year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.
Specialized Experience: Specialized experience may include but is not limited to; Extensive knowledge of federal laws, regulations, priorities for care, clinic and admission procedures. Must have comprehensive knowledge and understanding of administrative programs. Knowledgeable in interpreting rules and regulation then applying data and information of performance management, measurement methods, and tools to provide statistical reports. Independently plans, carries out projects and analysis of the organizations requirements. Must have the ability to provide technical guidance, advice, and recommendations to management, employees, and patients regarding local practices and policies. Extensive knowledge in providing oversight for a health care facility such as manpower needs, internal controls, employee trainings, staffing scheduling, data analyzing, and creating daily reports, approve time-cards and authorize leave

To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify.
