Selective Placement Factor (SPF) : If applying for this position at the GS-13 level, you must have a current registration as a Professional Engineer (PE) or Architect (RA) or a Certified Energy Manager (CEM) in any state, District of Columbia, Guam or Puerto Rico. Note - if you meet this requirement, it is highly recommended that you attach a copy of your current registration to your application.FOR GS-13 : In addition to the Selective Placement Factor and Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Advising as a subject matter expert on technical matters related to utilities and energy management programs; 2) serving as the sole engineer, team member, or team leader on projects or studies of a complex nature pertaining to utilities engineering, including energy management, energy conservation and renewable energy programs; 3) participating in and/or develop Industrial Control Systems (ICS) programs; 4) applying results of engineering analysis to develop business case analysis of utility system alternatives, support processes, and systems; 5) making recommendations to management on changes to infrastructure design concepts, privatization of assets, outsourcing operations, and process standardization as it pertains to utilities and energy management; and 6) preparing and providing written and oral presentations on technical topics to key management personnel.
