Qualifications required:- The incumbent establishes, revises, coordinates, implements, and advises on IT program planning and policies across component lines within DHS. Advises the OCIO, DHS Components, HSIN Executive Steering Committee, and leadership in meetings to address and resolve controversial matters impacting DHS IT policy decisions. Analyzes, develops, and reviews a variety of technical and complicated reports submitted by Component and other agency officials that involve significant IT policy issues affecting DHS, the private sector, international community, state, local, and tribal governments.
- Assess and apply knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related information sharing resources in the state, local, private sector, and tribal arena. Coordinate and communicate with counterparts of federal, state, local, private sector, tribal law enforcement, public safety organizations, and national level associations.
Engage with federal, state, local, tribal, and critical infrastructure stakeholders for visibility on IT information sharing requirements, gaps, and priorities. Document stakeholder information sharing requirements; work across DHS and HSIN to increase collaboration on information sharing solutions against requirements. - Research and craft supporting, specific information and/or documentation for use in speeches, hearings, conferences, meetings, program reviews, and written responses to inquiries from State, local, tribal, territorial (SLTT) partners, DHS, the federal interagency, the Intelligence Community, and Congress.
- Current experience (within the last 2-3 years) with professionals in federal, state, local, private sector, and tribal communities who understand the current operating environment, landscape, policy, and areas of concern, and who have significant relationships within law enforcement, homeland security community, and national level associations.
