This position is located in the Department of Homeland Security, Federal Protective Service, Springfield, Virginia .PLEASE NOTE: You are not eligible to apply for this DHS-HQ position if you are a member of one of the following organizations: CISA, TSA, CBP, USCIS, ICE, FEMA, U.S. Secret Service, or U.S. Coast Guard.
This position is open to ONLY Current DHS HQ employees serving under a career or career-conditional appointment in the competitive service (Internal Employees Only).
Requirements:
Minimum Qualifications:GS-14: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
1) Overseeing compliance, quality management, and process improvement for law enforcement and security activities;
2) Ensuring law enforcement compliance programs are in accord with regulations, standards, and laws; and
3) Recommending solutions to identified weaknesses and vulnerabilities of security operations.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).

You will receive credit for all qualifying experience, including volunteer experience.
Additional Requirements:
Firearms Requirement: The incumbent will be required to carry a firearm while performing duties of this position. Maintaining firearm proficiency is also mandatory. The incumbent must satisfactorily complete (or have previously completed) the firearms component of the Uniformed Police Training Program (UPTP) as applicable. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition.
Lautenberg Amendment: This position is covered by the 1996 Lautenberg Amendment of the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for the position.
Law Enforcement: As required, the incumbent must maintain law enforcement qualifications and possess law enforcement authority under Title 40 of the United States Code, Section 1315, exercising such authority to provide investigative and law enforcement services to customer agencies, Federal employees, and members of the general public located and/or conducting business in government-owned or leased properties.
Mobility Agreement: This position may require the incumbent to be reassigned to different geographic locations. Accordingly, the incumbent will be required to sign a mobility agreement, which will remain in effect throughout the duration of the assignment.
Motor Vehicle Operation: This position requires the incumbent possess a valid driver's license, maintain a safe record, and demonstrate they are medically qualified to operate a motor vehicle safely in accordance with the standards and procedures established in 5 CFR 930. Periodic verification of license and safe driving record will be required.
Occupational Safety and Health Requirement: The incumbent will be required to comply with all pertinent Occupational Safety and Health Administration (OSHA) requirements including use of all personal protective equipment (PPE) provided, in accordance with training, work instructions, and as required by the task at hand.
Pre-employment Drug Testing: This position requires a negative pre-employment drug test result prior to appointment into the position.
Pre-employment Medical Requirement: Prior to appointment, the person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties. Also, the incumbent must successfully pass a pre-employment medical examination, (which includes, but is not limited to vision, hearing, cardiovascular and mobility of extremities) given by an authorized government physician. This position may be subject to periodic incumbent examinations in the future.
Random Drug Testing: The incumbent of this position is subject to random drug testing.
Tour-of-Duty: Must be available for overtime and shift work.
Training: Incumbent must meet the established experience, basic training and in-service training requirements established for the enforcement of police powers. Incumbent must successfully complete the designated, required training, which includes the Uniformed Police Training Program (UPTP), the Agency Individual Training Program (AITP). Additionally, the incumbent must successfully complete the Field Training and Evaluation Program (FTEP) conducted at the selectee's assigned duty location or a different geographic area; and other recurring in-service requirements and weapons qualifications for the enforcement of arrest authority as conferred under 1315 authority.
Training Certifications: Incumbent must complete the National Weapons Detection Training Program (NWDTP) & maintain all NWDTP certification and trainings along with all SFI (Senior Firearm Instructor) training and certifications. Be familiar with all aspects of PSO basic training to include regional orientation and all aspects of vendor provided training.
Travel: The incumbent will be required to travel frequently.
