This vacancy is for a GS-0080-14, Supervisory Security Specialist (International Port) located in the Department of Homeland Security, U.S. Coast Guard, LANTAREA INTERNATIONAL PORT SECURITY BRANCH -51. Duty location in Portsmouth, VA.Requirements:
To qualify at the GS- 14 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience must include the following:
- Lead, manage, oversee, and execute the Coast Guard's IPS Program capacity building mission to improve partner capacity to enhance global port security and implementation of the International Ship and Port Facility Security (ISPS) Code, and reduce risk to the homeland and US citizens.
- In accordance with the Maritime Transportation Security Act (MTSA) Act of 2002, as amended by the Security and Accountability for Every (SAFE) Port Act of 2006 and other relevant guidance, ensure that effective anti-terrorism (AT) measures are in place in foreign parts interfacing with vessels arriving at US port facilities.
- Serve as a Head of Delegation/Assessor to assess the effectiveness of anti-terrorism (AT) measures implemented and maintained in the seaports of foreign nations, as directed by LANTAREA-51 to enhance global port security and implementation of the International Ship and Port Facility Security (ISPS) Code and reduce risk to the homeland and US citizens.
- Serve as a US Coast Guard IPS Program policy advisor, program evaluator, and international and interagency liaison.
- Develop and refine IPS Program policies, directives, and operational guidelines consistent with changing priorities and new vision/paradigm for the program.
- Serve as technical expert, exercising independence and judgment to develop and maintain relationships with various stakeholders in foreign governments and to further USCG's IPS efforts.
- Create processes by which the organization pursues collaborative arrangements and relationships with stakeholders.
- Provide advice and assistance on developing policies and procedures for the organization's liaison activities.
- Ensure all IPS personnel are trained and ready to conduct foreign port assessments, port security capacity building and technical assistance, and related program activities in accordance with their respective duties.
- Ensure the workforce is motivated to produce quality work.
NOTE: Education cannont be substituted for experience at this grade level.
