Description:

You will serve as a PROGRAM ANALYST in the Military Sealift Command (MSC), Directorate Ship Management (DSM) of MILITARY SEALIFT COMMAND.

The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Although we are moving forward with the consideration of candidates, we will not make a selection for this vacancy announcement unless and until the position is no longer subject to the hiring freeze.

Requirements:

GS 12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience monitoring and analyzing manning, shipboard competency fulfillment, maintenance evolutions, budget execution, and ship/class operational efficiencies.
  • Experience overseeing the operational capabilities and material condition of assigned ships, taking necessary actions to ensure ships' capabilities align with evolving mission requirements.
  • Experience identifying resources, including cost and personnel, required to support varying levels of program operations.
  • Experience collecting, recording, and reporting cost and performance data for the PM Project Office to assess shipboard asset readiness.
  • Experience coordinating joint efforts related to fleet operations, addressing day-to-day developments in engineering, logistics, and manning, while periodically communicating on behalf of the Program Manager.
