The Director reports to the Library's Chief Information Officer (CIO)/Deputy Chief Information Officer (DCIO).

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

This is a supervisory, non-bargaining unit position.


Requirements:

The competencies below are required for this position. Those marked with a double asterisk (**) are considered the most critical competencies for this position.

A candidate's resume must show a proven record of accomplishment that clearly demonstrates he or she has:

(1) Ability to provide executive-level direction in planning and implementing long-range activities for IT customer engagement a nd serve as the lead representative on customer engagement issues**: The successful candidate has the ability to develop and execute an IT customer engagement strategic vision and goals. This includes the ability to engage and collaborate with senior agency leaders and their business unit staff including actively seeking input from others holding divergent or opposing views. Must also demonstrate ability to contribute expertise, experiences, and capabilities to develop a partnership culture between technology and business leaders.

(2) Ability to lead people and manage a workforce **: The successful candidate has the ability to oversee the overall performance of an office by assessing staffing requirements in relation to current and anticipated needs, developing staffing plans, justifications, and requests, and making policy area assignments for and evaluating staff in order to assure the availability of the intellectual capacity needed to meet the current and changing needs at a sustained level of excellence. This included the ability to develop and oversee recruiting, hiring, mentoring, and training a diverse workforce as well as the ability to build and maintain exceptional staff performance.

(3) Ability to provide executive-level direction in IT program management** : The successful candidate has the ability to oversee the strategic planning, execution, and monitoring of complex agency-wide programs, requiring extensive experience in program management, stakeholder engagement, and budget oversight. This includes the ability to drive results across multiple projects in alignment with organizational goals, while demonstrating strong executive-level decision-making and communication skills.

(4) Ability to provide executive-level direction of all end user services within an agency.**: The successful candidate has the ability to oversee the strategic planning, implementation, and management of all end user devices and services, encompassing functions such as: 1) end user device life-cycle management, 2) desktop support, 3) day-to-day service desk/help desk operations, 4) change management, 5) vendor management, and 6) senior level stakeholder engagement with a focus on delivering high-quality user experiencing and ensuring efficient IT service delivery across the organization: requiring extensive experience in IT service management, end user support, and stakeholder engagement at a senior level.

(5) Ability to initiate and lead change: The successful candidate has the ability to lead tasks and people effectively to inspire change in developing and implementing an organizational vision that integrates key goals, priorities, values, etc. This includes promoting ideas with enthusiasm, conviction, and assertiveness: soliciting and considering others opinions: gaining support and commitment from others; motivating and inspiring others; and embracing and championing change.

(6) Ability to communicate in writing: The successful candidate has the ability to write clear, cogent, accurate, well-organized, and understandable written products, such as: 1) program goals and objectives; 2) program performance documentation; 3) budget request documentation; 4) project plans; 5) annual reports; 6) statements of work; 7) strategic planning and forecasting documents; 8) policies; and 9) funding proposals. This included targeting the amount, form, depth and level of detail, and content of the information to the needs of the receiver/audience. Has evaluated the written products of others to meet the quality standards of the organization.

(7) Ability to communicate effectively other than in writing: The successful candidate has the ability to effectively express ideas and recommendations other than in writing in various settings to peers, staff, managers, supervisors, and external audiences to both provide and seek information. This included actively listening to or understanding communicated information and answering questions thoughtfully and completely.
