You will serve as a SUPERVISORY PROGRAM ANALYST in the Directorate Maritime Operations (N04), Force Assessments and Certifications (N04A), Aviation and Surface Assessments and Certification Division (N04A2), Surface Assessments and Certifications Branch (N04A21) of Military Sealift Command (MSC) of MILITARY SEALIFT COMMAND. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:- Experience using qualitative and quantitative methods sufficient to conduct analysis of program data statistics and directing and participating in periodic program reviews and updating and serving as primary policy advisor to the higher-level management on program administration.
- Experience using information systems including word processing, database management, spreadsheet and graphics in a Windows environment.
- Experience communicating with internal personnel and numerous contractors and representatives of other organizations on wide ranging, controversial, and sensitive personnel training, maintenance, and repair management issues.
- Experience implementing USCG credentialing requirements for merchant mariners and applicable rules and regulations and mission readiness criteria for the certification and qualification of MSC civil service mariners (CIVMAR'S).
- Experience preparing and submitting annual budget submissions for branch requirements, identifying necessary funding levels, and budget initiatives to meet operational, travel, and technical requirements.
- Experience analyzing and evaluating budget execution information related to operations, travel, maintenance, technical support, training development and execution, training equipment procurement support, and commercially procured training and related expenses, including forecasting POM budget needs, to ensure adequate funding of the branch.
